Who is Worthy to Open the Scroll and Look Inside?

" ... Who is worthy to open the book and to break its seals?" (Revelation 5:2 KJV)

The Strong Angel Proclaims the Book:  Revelation 5:1-3 (NASB)

Revelation 5:1-3  Here we have a Heavenly rhetorical question.  The Strong Angel asks this question, but he already knows the answer beforehand.  The answer, however, is given by one of the 24 elders:

1 I SAW in the right hand of Him Who sat on the throne a book written inside and on the back, sealed up with seven seals. 
2 And I saw a strong angel proclaiming with a loud voice, "Who is worthy to open the book and to break its seals?"
3 And no one in Heaven or on the Earth or under the Earth was able to open the book or to look into it.
